Call for applications to EnPe2013-2019
Call for applications to the Norwegian Programme for Capacity Development in Higher Education and Research for Development within the Fields of Energy and Petroleum (EnPe2013-2019).
The EnPe2013-2019 programme is an independent supplement to Norad's NORHED-programme, within the specific areas of the energy and petroleum sectors. The programme board for EnPe is appointed by Norad, while the programme is administered by NTNU.
EnPe2013-2019 is intended, in a long term perspective, to strengthen the capacity and performance of higher education institutions (HEI) in low- and middle-income countries (LMICs) to deliver quality education and research within the fields of energy and petroleum. This may also include capacity development within management, administration and infrastructure.
The gender perspective shall be integrated in in all projects, and specifically reported.
Eligible applicants are nationally accredited universities and university colleges. Norwegian applicants should be members of the Norwegian Association of Higher Education Institutions (UHR).
The following areas are eligible for support: Clean/renewable energy, petroleum, subjects related to management of the energy and petroleum sectors, for instance within business administration and law.
The target countries for this call are:
Angola, Bolivia, Cuba, Ghana, Lebanon, Liberia, Mozambique, Nigeria, Säo-Tomé and Principe, Sierra Leone, South-Sudan, Sudan, Tanzania and Uganda.
Angola, Afghanistan, Bhutan, Ethiopia, Ghana, India, Kenya, Liberia, Mozambique, Myanmar, Nepal, South-Sudan, Tanzania and Uganda.
The list is not exclusive. Other LMICs may be included where the project is particularly relevant to EnPe's overall objective.
Projects with more than one LMIC partner institutions are encouraged, in order to create and strengthen regional academic networks.
Support allocated under the present call is limited to the period 2014 – 2019.
Project funds to cover development of new study programmes or extending existing programmes, fellowships for EnPe students, visiting teachers (travel and salary expenses), management capacity, instruments and laboratory equipment, joint research activities, staff development as well as administrative support, will have a budget frame of NOK 7 – 18 million per project, of which administrative costs should be maximum 7 %.
A second call for applications is planned for 2015. Potential applicants for that call may apply for seed funding in order to prepare a full-fledged project proposal to be submitted in 2015. Such seed money will have a budget frame of NOK 150 thousand for projects with two partners and 250 thousand NOK for projects with more than two partners.
A separate application form should be used by applicants for seed funding.
Joint applications should be submitted to email@example.com not later than 25st of March 2014, GMT 1500 hrs.
Applying institutions in Norway and the main partner institution in LMIC must submit a confirmation letter (signature page) of their application(s), signed by the Head of institution, i.e. Vice Chancellor or a designated person. The signatures guarantee institutional commitment to secure that the implementation of the project is granted. The confirmation letter must reach the EnPe secretariat not later than three weeks after the application deadline.
The EnPe Programme Board will make the selection of projects to be supported at the of May 2014.
