Course content

The course aims to develop an understanding of strategic management and financial management in the public sector. The student should be able to identify, analyze, design and execute strategic decisions.

  • Strategic challenges and requirements for strategic management and management
  • Analysis of strategic position and strategic management opportunities
  • Strategy development, sustainable development,innovation and change
  • Strategy implementation - from ideas to strategic action

Learning outcome

Knowledge:

Has in-depth research and experience-based knowledge of the strategic challenges the public sector in Norway faces with renewed requirements for public governance, and insight into and understanding of how such challenges can be met. Knowledge of the purpose and content of strategy and strategy processes, has knowledge of financial management in a strategic perspective, knowledge of the content and need for key analyzes, has knowledge of the value of strategy processes and strategy documents as management tools.

Skills:

Should be able to see and reflect on different perspectives in the understanding of strategy, be able to explain relationships between different parts of the strategy process, and be able to develop and lead a strategy process, to be able to implement strategy, contribute to sustainable development, innovation and lead change

General knowledge:

Can apply their theoretical, methodological and experience-based knowledge and develop an analytical and reflected approach in the exercise of public governance in their own business, can contribute in the management and development of public sector enterprises by developing and directing strategic processes

Lectures, case discussions, group work and exercises

Examination: 70% attendance is required in the course. Project assignment individually or in groups of 2 people. The project assignment should be an independent work of a topic that is included in the subject, and should have a scope of approx. 10 pages. The project assignment counts 100% of the grade in the course.

Public Administration (ØAMPA3)

Required previous knowledge

The course is only available to students who have study rights at the Master of Public Administration program at NTNU
