Course content

The course will give students an understanding of the child welfare service's social mission and how it is taken care of. Particular emphasis will be placed on giving students insight into the connections between social development, the child welfare service's legal basis and the child welfare service's practice. The course will provide students with in-depth knowledge of child welfare in a historical and contemporary perspective.

Child welfare is rooted in basic societal values ​​that are expressed in different historical epochs in different welfare regimes. Society's perceptions of a good childhood and good care for children and young people influence the legislation that regulates the child welfare service's mandate. The course provides students with in-depth knowledge of legal methods, central legal sources, the application of law and the exercise of discretion in the child welfare service.

Learning outcome

Knowledge - The student has:

  • in-depth knowledge of the main features of the child welfare service's history and development, and the social context the child welfare service has developed
  • advanced knowledge of children's right to protection and care, right to information and participation, and assessment of the child's best interests
  • in-depth knowledge of the legal method and how to proceed in order to be able to take a position on child welfare law issues as part of the practice of the profession
  • in-depth knowledge of general and special administrative law
  • advanced knowledge of key sources of law in the field of child welfare, including the UN Convention on the Rights of the Child and the European Convention on Human Rights
  • advanced knowledge of the requirement for professional quality, soundness and law enforcement in the child welfare service

Skills - The student can:

  • independently identify and analyze complex legal and child welfare professional issues in specific cases based on legal methodology and child welfare professional knowledge
  • identify and manage the requirements for the legal basis in administrative decisions in the child welfare service to ensure the rights of children and parents
  • use relevant methods to exercise sound legal and child welfare professional discretion and document assessments and decisions

General competence - The student can:

  • communicate around complex legal and professional issues within the professional field
  • convey extensive independent work and master the subject area's forms of expression

Learning methods and activities

The course consists of lectures, various forms of group work, self-study and oral presentations in seminars.

Further on evaluation

National partial exam in law (weighted 2/3 of the total exam) and home exam over 3 days (weighted 1/3 of the total exam). Both exams must be assessed in order to pass the whole course.

Compulsory activity in the form of a written assignment must be approved to sit for the exam. The compulsory activities are approved for 4 years. If more than four years have passed since the approved compulsory activity, the student must carry out compulsory activities again in order to take the exam.

This topic has several partial assessments. If you do not pass the course, you need only to take a new exam in the parts that have not been passed. When improving grades, you can select the part or parts who you want to improve grades in.

You can ask for explanation or appeal a grade in each partial assessment, without waiting for overall grading in the course (when all partial assessments are done).

Child Welfare Work (MBVARB)
Child Welfare and Child Pretection (MBV)

Required previous knowledge

The course has admission right requirements, which means that the course is reserved for students who have been admitted to study Master's degree in Child Welfare Work and Master's degree in Child Welfare and Child Protection at NTNU.
