Judith Anna Maria Borsboom-van Beurden, 29-11-1962, Berkel en Rodenrijs, the Netherlands

Judith Borsboom started to work as a GIS consultant for ESRI Nederland in 1990. Apart from GIS training and installation, she developed software and advised the Traffic and Transportation Department of the Directorate-General for Public Works and Water Management.

Following, she worked between 1992 and 1997 at Utrecht University. Besides teaching GIS courses, she carried out research after the potential of geo-data and GIS software for urban management and planning. She also contributed to strategic policy preparation by investigating urbanisation patterns for the National Physical Planning Agency.

After that, she was head of the section Information Infrastructure at the National Institute for Public Health and the Environment (RIVM) in Bilthoven, Soil and Groundwater Research Laboratory. A few years later, she continued to work at RIVM as project manager Land Use Modelling where her tasks consisted of the application of the Land Use Scanner model for policy assessment studies.

When the National Environmental Assessment Agency (PBL) became independent from RIVM in 2003, she worked there as a senior policy researcher on a range of topics, such as the development of new scenarios for the Dutch Ministries, environmental outlooks, the impact of land use changes on sustainability, integrated policy assessment studies, urbanisation, preservation of national landscapes and air transport. She participated in FP7 research project PRIMA (Prototyping  policy impacts on multifunctional activities in rural municipalities). She was project manager of LUMOS (Land Use Modelling System), where a new land use model is developed for the Netherlands jointly with universities and other knowledge institutes. In addition, she was project manager of the EUrbanis study, in which typologies for urbanisation were developed and the impact of urbanisation on local quality of place in several European cities was researched. She co-authored European Environmental Agency study “Quality of Life in Europe’s Cities and Towns”. She also contributed to an Territorial Impact Analysis of Territorial Cohesion for the Dutch Ministry of Housing, Spatial Planning and the Environment.

After that, Judith worked at TNO, at first as senior scientist integrator in the field of urban development and resource efficient cities, and later as business consultant smart cities. She initiated projects with local authorities, and in KIC Climate, FP7 and H2020 where ICT, modelling and geodata support policy- and decision making on and investments in smart, local solutions for energy savings, sustainable mobility, closing of resource cycles and urban transformation. Judith has also collaborated with the Faculty of Architecture of Chalmers University of Technology in the field of urban visualisation and urban modelling. 

Currently she works at Faculty of Architecture and Design of NTNU. From 2016 to August 2017 as  Head of Department Urban Design and Planning/Architecture and Planning, from August 2017 as Senior Researcher Smart Sustainable Cities, leading the area Sustainable Cities and Regions in TSO Sustainability and doing research in the field of Smart Cities.

Judith is Initiative leader in the European Innovation Partnership Smart Cities and Communities – Action cluster Integrated Planning, of the initiative " From Planning to Implementation" ( In addition she chairs the Urban Europe Research Alliance which is linked to JPI Urban Europe
