Course content
The course provides an introduction to welfare law that is essential for the application of social rights in future occupations, including their decisions as individual decisions. The Child Welfare Act, the Social Services Act and the introductory act and associated regulations therefore have a central place in the curriculum and teaching activities. In addition, social workers should be familiar with relevant provisions of other welfare laws in order to be able to fulfill their duties in working with individuals and families. This applies, for example, to child welfare law, the Education Act, the Protection Act, the Kindergarten Act, the Adoption Act, the Immigration Act, the National Insurance Act, the Health and Care Services Act, the Health Personnel Act, the Patient Rights Act, the Act on Mental Health Matters, etc.
There will furthermore be a focus on identifying legal aspects in complex academic issues. By reviewing welfare legislation, special challenges in terms of comprehensive after-work material and the importance of the subject area will be highlighted in a human rights perspective. In particular, the Constitution's chapter on human rights and conventions included in the Human Rights Act will be thoroughly dealt with. Legal and professional judgment will be particularly emphasized. Laws in the area of welfare are also means for achieving political goals, which means that the purpose provisions are of particular importance and are therefore emphasized in the teaching.
Another central part of the subject is proper case processing. In the seminars, learning activities will therefore mainly consist of identifying and solving welfare issues in accordance with the Welfare Act's Special and Administration Act's general case processing rules.
Learning outcome
Knowledge - the student
- has knowledge of how to proceed to address social welfare issues as a social worker
- has knowledge of key welfare laws; including rights, competence and special administrative law
- has knowledge of Human Rights, including UN Convention on the Rights of the Child (in particular the principles of non-discrimination, the best interests of the child, the child's right to life and development, and the child's right to be heard)
- has knowledge of implications following Human Rights to the individual´s legal welfare rights
- has knowledge of human rights that contribute to safeguarding the rights of the Sami, including the UN Convention on civil and political rights art. 27
- has knowledge of provisions in national legislation that help to secure the Sami right to safeguard their own language and culture, including Section 110a of the Constitution, the Sami Act and relevant provisions of the welfare legislation, among others the Kindergarten Act and the Education Act
Skills - the student
- can identify and solve current welfare law issues based on legal methodology
- can identify the requirements for the legal basis for decisions according to relevant welfare laws
General competence - the student
- can communicate welfare law issues and see them in connection with social issues
- can work with legal welfare issues related to social work
Learning methods and activities
The learning activity will consist of lectures and seminars with solutions to legal issues and discussions and reflectations on these in plenary. Some of the teaching material will be posted on the learning platform in the form of video, articles and other relevant material. Students must assume some self-study in advance and after lectures and seminars.

Required previous knowledge
Students must have passed all exams in the first semester and 45 credits in the program in order to take the exam in this course.
The course has study rights requirements. This means that the course is reserved for students admitted to the programme Bachelor in Social Work at NTNU.
