Course content

A main part of the course is on management of major accident risks in industry and transportation based on different perspectives from organization theory. Another part of the course is about the public safety framework and the functions of regulations and regulatory regimes. Safety management strategies deals with coping with changes related to the framework given by authorities and the market, as well as adjustments to changes in technological, economics and political conditions for safety management. Safety culture and climate is a central part, as well as holistic safety assessments. Different perspectives on organizational accidents and resilient organizations is presented: energy-barrier; Normal Accident Theory, High Reliability Organizations, decision-making and conflicting objectives, flow of information og Resilience Engineering. One part of the course is focused on compliance to rules compered to adaptation to situations. The course reviews important theoretical positions in safety science.

Learning outcome

The subject’s position and function in the study:
The subject should be related to TIØ4201 which is required previous knowledge and to TIØ4205. TIØ4201 gives a generic theoretical understanding of risk governance of all types of risks, in particular related to societal safety. TIØ4205 gives knowledge and skills about acknowledged methods and tools, rules and procedures (norms) for safety work in companies with emphasis on occupational accident prevention. TIØ4200 emphasizes an understanding and insight in how safety management is practiced in a Norwegian context. The subject is recommended for students at MHMS and MIHMS.

The subject shall give the following knowledge:
- A scientific basis for the understanding of important safety issues in society and industry.
- General and specific knowledge of how safety activities are organized and managed as an integrated part of an organization
- Knowledge of overall safety analyses – the interaction between humans, technology and organization.

The subject shall give skills in:
- Analyzing and evaluating safety climate and culture in organizations
- Discussing and communicating risk issues based on knowledge, relevance and impartiality, incl. ethical, economic and political dilemmas in practical safety management.

Other important learning objectives:
- The subject shall give thoughtful and critical attitudes to the established knowledge in safety science.
- Understanding through analyses, argumentation and reasoning is specially emphasized in the course.

Learning methods and activities

Lectures and case-based problemsolving in groups. Portfolio assessment is the basis for the grade in the course. The portfolio includes a final written exam (60%) and term papers/exercises (40%). The results for the parts are given in %-scores, while the entire portfolio is assigned a letter grade. If there is a re-sit examination, the examination form may change from written to oral.
