CoEASE Background and Rationale

CoEASE Background and Rationale

The drive for an EU- Africa partnership is a matter of strategic necessity. Africa's vast natural resource endowment, strategic geographic position, and significant economic potential make it an indispensable partner for the EU in fostering sustainable development, enhancing trade relations, and ensuring global stability. Thus, a partnership between Europe and African states is a key strategic priority for the European commission in as much as it is beneficial to the African Union. Africa is experiencing significant transformation. It takes pride in the youngest and fastest-growing population, along with some of the world's fastest-growing economies. This demographic and economic dynamism positions Africa as a pivotal player in addressing global challenges such as migration, peace and security, climate change, and trade. The continent's increasing diplomatic influence within the multilateral system further underscores its importance on the global stage. The EU envisions a partnership built and based on mutual respect, shared values, and common goals, one that aims to forge a relationship based on equality, diversity, and sustainable development, moving beyond historical asymmetries towards a more balanced and cooperative engagement. This vision, mission, and work towards a renewed partnership is reflected in the Joint Africa – EU strategy, and the recently adopted AU–EU Innovation Agenda (2023–2033) which emphasizes the need to translate research and innovation into tangible socio-economic impacts. It focuses on strengthening technology transfer, building innovative ecosystems, and enhancing human capacities.

Strategic goals and priorities

Strategic goals and priorities

CoEASE focuses on and seeks to address six strategic goals framed within the Africa – EU strategic areas, the AU-EU innovation agenda (2023-2033), and the Global Gateway priorities. These are also aligned within the African Union goals as stipulated in the AU- 2063 Agenda and targeted actions to address UN SDGs.

These six strategic goals include:

Strengthening Collaborative Research

Joint research projects to be implemented aimed at addressing global and regional challenges leveraging the expertise and collectiveness of the team.

Advance STEM Education and Capacity Building

CoEASE aims to develop innovative, culturally relevant STEM curricula and teaching methodologies to match the current and future knowledge and skills demands by society across the two continents and beyond. CoEASE projects, activities and other developmental initiatives will also target support for youth engagement, and underrepresented groups in STEM careers.

Promote Innovation and Entrepreneurship

CoEASE shall set out to establish incubators, research hubs, and partners with industry and other established STEM centers across Europe and Africa to translate research into practical solutions. CoEASE’s expertise and experience in STEM research and pedagogy are to be aligned with STEM expertise and experience from industry and established STEM centres and be leveraged to ensure that innovation and entrepreneurship goals are realized.

Leverage Digital Transformation

CoEASE aims to expand access to advanced digital tools and infrastructure to support STEM learning and research across both European and African member institutions. Through promoting open science, open data, and digital collaboration networks, the consortium aims to foster equitable knowledge exchange, enhance research capacities, and enable joint innovation, and thereby ensuring benefit from shared expertise, resources, and opportunities.

Ensure Equity, Inclusion, and Sustainability

CoEASE aims to strengthen equity, inclusion, and sustainability across European and African consortium member states by implementing concrete measures with impacts beyond consortium operations. Through funded projects, the consortium will support women and marginalized groups in STEM through scholarships, mentorship programs, and targeted training. Integration of indigenous knowledge into research and education to preserve and valorize local expertise will be central to realizing this strategic goal. Moreover, CoEASE will seek to promote integration of sustainability in STEM activities – research, curricula, and teaching. Overall, the consortium shall contribute to the development of inclusive, socially responsible, and environmentally sustainable capacities in member institutions and their wider societies, fostering long-term benefits for countries and communities across both continents.

Influence Policy and Global Partnerships

CoEASE aims to contribute to shaping policy at regional and global levels across STEM-related sectors, including education, research, innovation, and technology development. Provide evidence-based recommendations, participate in policy forums, and engage with international advisory bodies. At the same time, building and sustaining strong partnerships with governments, universities, international organizations, and private sector actors to coordinate initiatives, share expertise, and implement joint programs that generate tangible benefits for institutions, societies, and economies across Europe and Africa.
